Why this quadrant

The requirement was to keep the tank cold and the inhibitor topped up. Neither was done. The inhibitor had been out of stock since 1 April and the chillers were switched off the evening before. Years of nothing happening ended in one rushed restart, with a vapour cloud over villages three kilometres out.
