Why this room

The valley started in Q2 territory, a known, historically bounded hazard with a simple binary payoff of flood or no flood, but the storm's magnitude blew through the modeled tail (forecast 5.74m versus actual roughly 10.2m at the Altenahr gauge, 75% of deaths outside the mapped zones) while a multi-agency, multi-hour warning delay added payoff complexity, pushing the realized event into fat-tail, complex-payoff territory the coconut model never priced.
